TENDER NOTICE PUNJAB SMALL INDUSTRIES CORPORATION (the Employer) 2022

The Punjab Small Industries Corporation (the "Employer") invites sealed bids, under Single Stage-Two Envelope bidding procedure as per PPRA Rule, 2014, from eligible firms licensed by the Pakistan Engineering Council in the Category C-4 or above with specialized codes in CE-10 for the Construction of Boundary Wall & Entrance Gate to be executed for New Small Industrial Estate at Gujral.

CONDITIONS

1) Bidding Documents, containing detail terms & conditions etc. are available floor, Alfalah Building. The Mall, Lahore and a complete set of bidding documents may be obtained by an interested bidder on submission of written application on the firm's letterhend along with the payment of at the address PSIC, Head office, non-refundable fee of Rs.5000/-(Rs. Five Thousand).

2) The Bidders shall strictly observe and follow the terms and conditions laid down in the Bidding Documents, (VISIT SITE)

3) Bidding documents shall not be issued on the day of deadline for the submission of bids. 

4) The bidder's written application on firm's letterhead be submitted at the time of purchase of bidding documents shall include valid PEC Registration, FBR Registration, NIN, registration with PRA

5) The Bid submitted by the bidders shall be accompanied with Bid Security in amount, form and manner provided in the bidding documents.

6) The Bids must be delivered to Punjab Small Industries Corporation, Ground Floor, Alfalah Building. The Mall, Lahore, Pakistan at or before 11:00 AM, on 10-04-2022 The Technical Bids will be opened at 12:00 00:01 AM (Pakistan Standard Time) on the same day in the committee room of PSIC, Head office, 1" floor, Alfalah Building. The Mall, Lahore, in the presence of bidder/bidder's representatives who choose to be present at pyet the same address. 

7) Only technically responsive bidder will be qualified for opening of financial bids. The exact date and time for the opening time of the Financial Bids shall be specified by the Punjab Small Industries Corporation through a notice.


9) The Bidder is expected to examine all instructions, forms, term and specifications in the Bidding Documents The Bidding Documents contain information required for preparation of the Bid. However, it is the sole responsibility of each Bidder to become fully informed about existing and expected conditions that may affect performance of works at the site. Bidders are advised to carefully review and examine the Bidding Documents in totality, including the Instructions to Bidders, Bidding Data, General Conditions of
the Construction Contract, and other documents etc.

10) No telegraphic bid will be accepted.

11) No conditional bid will be entertained. 

12) The corporation reserves the right to accept or reject all bids at any time prior to acceptance of bid in the light of PPR-2014 Rules (Rule-35).

13) Validity of bids will be 180 days.

14) Financial Bid of the bidder shall be inclusive of all applicable taxes throughout the duration of the performance of the contract for the Works. 

15) The Contractor's firm should provide in writing an affidavit on Rs.100/- Stamp Paper against non blacklisting in the manner required in the bidding document.



INVITATION FOR BIDS 

(SINGLE-STAGE TWO ENVELOPES)


1. Bidding will be carried out by adopting Single Stage Two Envelopes (SSTE) procedure as per Clause 38(2)(s) of Punjab Procurement Rule 2014.


2. The bid shall be a single package consisting of two separate envelopes containing 620242 separately the financial and bechnical proposale.


3 The envelopes shall be marked as Financial proposal" and "Technical Proposals.


4. In the first instance, technical proposal shall be opened and evaluated as per criteria given in bidding documents.

5. After the technical evaluation and approval of the technical proposal, tender opening committee of GCLIF will open the financial bids only of the technically qualified bidders on the dite, time and venue communicated later. 

6. Pre-bid meeting will be held on 04-04-2022'at 11.00 am, at site office New Campus, GCUF.

7. The bidders shall bid for each tender separately with complete scope of work as specified in bidding documents Incomplete bide or bids covering partial scope of work will be rejected.

9. Bidding documents of each tender can be collected after publication of this add from the office of the undersigned on production of CDR amounting to Rs.10.000/- (Non-refundable) in favor of Project Director Chiniot Campus, Government College University Faisalabad and onginal copy power of attorney, VISIT SITE...

10. Financial proposal must be accompanied by a bid security in 2% of estimated cast (Refundable) in shape of irrevocable bank guarantee or CDR of the amount specified from any scheduled bank in favor of Project Director Chiniot Campus, Government College University Faisalabad.

11. The last date for submission of technical / financial proposal in committee room, Vice Chancellor secretariat GCUF (old campus) an 11-04-2022 upto 01:30 pm by hand Technical proposals will be opened on the same day at 02:00 pm by the Tender Opening Committee in the presence of intending contractors or their representatives Engr.
